Tradition routing protocols like OSPF, EIGRP, and BGP use static metrics to select a certain path in the network. Pfr (Performance Routing) uses dynamic information in the network like link utilization, jitter, mean opinion score, packet loss, and other metrics to select the best traffic path in the network. The old name for Pfr is OER (Optimized Edge Routing)
